Competitiveness can be understood and analysed at a regional level and at a business level, although these are actually two sides of the same coin. The list of questions related to the study of competitiveness is never-ending and it is impossible to include all of them.

The Centre proposes initiating its activity by focusing on the four major areas it considers fundamental for the future development of economic activity in Navarra: economic development within an international setting; the innovation agenda; the competitive capacity of human capital; and modernisation of the public sector.These areas of work are not definitive and may be extended or varied during the start-up of the Centre.

At the same time, within each of them, different sections of a more specific nature may be developed; for example, focusing on specific sectors, the creation of technology-oriented companies, proposals to attract and create new companies, public policies in support of R&D, etc.
